Federal fuel assistance program (HEAP) for Cumberland County. One-time seasonal payment to your heating fuel vendor. Covers oil, gas, electric, propane, kerosene, wood, and coal. Benefit amount based on household size and income.

Who can use this?

Available to low-income homeowners and renters in Cumberland County. Household income must be at or below 150% of the Federal Poverty Level or 60% of State Median Income, whichever is higher. There is no asset limit. Benefits are based on household size, income, and energy costs.

About this resource

The Home Energy Assistance Program (HEAP/LIHEAP) is administered in Cumberland County by The Opportunity Alliance. The program provides a one-time, per-season direct payment to heating fuel vendors for eligible low-income households. The Opportunity Alliance was formed in 2011 through the merger of People's Regional Opportunity Program (PROP), Ingraham, and Youth Alternatives.

  • Energy Crisis Intervention Program (ECIP) — emergency funds for HEAP-eligible households (November through April)

What to expect

Schedule an appointment by calling (207) 553-5900. Applications can be submitted online, by phone, or in person. A caseworker reviews your documents, verifies eligibility, and determines your benefit amount. If approved, payment goes directly to your fuel vendor.

What to bring

Photo ID, Social Security cards for all household members, proof of income for previous 3 months (pay stubs), most recent electric bill, and proof of current address (lease, deed, or rent receipt).
