Who can use this?
Head Start and Early Head Start serve children ages 0-5 from families at or below the federal poverty level, families receiving TANF or SNAP benefits, children in foster care, and children experiencing homelessness. Children with disabilities are also eligible regardless of income.
About this resource
Community Concepts, Inc. (CCI) is a Community Action Agency and 501(c)(3) nonprofit that has served Maine's Androscoggin, Oxford, and Franklin counties since 1965. Their Children and Family Services division provides Head Start and Early Head Start programs offering free early care and education to income-eligible children and children with disabilities from birth through kindergarten entry. CCI also provides a wide range of other services including housing assistance, home energy programs, behavioral health, and financial wellness.

What to expect
Contact CCI by phone or visit their Lewiston office to apply. Applications are accepted year-round, with priority enrollment periods. Staff will help determine eligibility and connect you with the right program. Home-based and center-based options are available depending on your area.
What to bring
Proof of income (pay stubs, tax returns, or benefit letters), child's birth certificate, immunization records, and proof of residency. If applicable, documentation of foster care placement, homelessness, or disability.
