Who this helps
Head Start and Early Head Start serve children ages 0-5 from families at or below the federal poverty level, families receiving TANF or SNAP benefits, children in foster care, and children experiencing homelessness. Head Start programs welcome children with disabilities; contact CCI to check eligibility and enrollment options.
How to get started
Call (207) 739-6538 or submit the online application; a staff member will follow up. CCI currently has an online application open for the 2026–2027 school year. Staff will help determine eligibility and connect you with the right program. Home-based and center-based options are available depending on your area.

Community Concepts, Inc. (CCI) is a Community Action Agency and 501(c)(3) nonprofit that has served Maine's Androscoggin, Oxford, and Franklin counties since 1965. CCI offers Head Start and Early Head Start for families expecting a baby and children ages birth to 5 in Oxford and Franklin counties. Its licensed centers also offer childcare with a weekly fee. CCI also provides a wide range of other services including housing assistance, home energy programs, behavioral health, and financial wellness.

What to have ready.
Ask CCI which documents to submit after applying. Head Start eligibility records can include age and income proof or documentation of public assistance, homelessness, or foster care.
