Getting started.
Who this helps
Topsham residents with an immediate need for a basic necessity they cannot provide for themselves or their family may qualify. The Town reviews household income and basic costs.
How to get started
The Town must give you a written decision within 24 hours after receiving your application.
Contact the office.
Call (207) 725-5821, email the General Assistance Coordinator using the address under Contact Us on Topsham's General Assistance page, or visit 100 Main Street during office hours. Appointments are encouraged but not required.
Get emergency help.
If an emergency happens after hours, call Topsham Police at (207) 725-4337. Your message will be relayed to the General Assistance Administrator, and someone is available to take emergency applications at any time.
Gather your records.
Bring the records listed under What to Bring so the administrator can review your household's needs and resources.
Complete the application.
The General Assistance Application on the Town's General Assistance page is for reference only. The administrator completes the application with you.
How they can help.
This is a last-resort program. Applicants must use available resources, including other assistance and personal assets.
- Food
- Heating fuel and utilities
- Rent or mortgage
- Personal and household supplies
- Non-elective medical services

A few questions before you go.
Bring photo ID for each applicant; Social Security numbers and birth dates for everyone in the household; proof of household income; a signed lease or rental agreement; current bank statements; bills for basic needs; and information about household assets.
