Getting started.
Who this helps
People who cannot provide basic necessities for themselves or their family may qualify when their income or resources are below the limit set by state law.
How to get started
A caseworker gives you a written decision within 24 hours unless missing information prevents the interview from being completed.
Apply in person.
Apply at the Waterville Health and Welfare Department at One Common Street. You must apply in person unless an emergency exists.
Use a medical option.
If medical reasons keep you from coming in, send someone to apply for you or call (207) 680-4226 to request a telephone interview.
Complete the application.
A caseworker will greet you and take a written application.
How they can help.
The City’s Health and Welfare Department runs the program. Caseworkers may help applicants connect with outside support agencies.

- What basic needs can I ask for help with?
- Can someone apply for me if I cannot come in?
- What records should I have ready?
- How long might it take to get a decision?
