Children ages 3-5 from families at or below the federal poverty level. Families receiving TANF, SSI, or in foster care also qualify.

Waldo Community Action Partners operates a Head Start center in Belfast serving income-eligible families in Waldo County. The program provides comprehensive early childhood education designed to prepare children ages 3-5 for kindergarten. Head Start includes health, nutrition, education, social services, and parent involvement; children receive required screenings and referrals when needed.
