Emergency fuel assistance for households facing an energy crisis, such as running out of fuel or facing utility shutoff. Up to $400 or 100 gallons for eligible Cumberland County households, November through April.
Who can use this?
Cumberland County residents who are HEAP-eligible (income at or below 150% of federal poverty level) facing an energy emergency.

ECIP is administered by The Opportunity Alliance for Cumberland County residents facing imminent energy crises. The program runs during heating season from November through April.

What to expect
Call to explain your emergency. Staff will verify eligibility and arrange emergency fuel delivery, typically within 1-3 business days.

Proof of income, utility bills, ID, and proof of Cumberland County residency
