Who this helps
Available to low-income homeowners and renters in Cumberland County. Household income must be at or below 150% of the Federal Poverty Level or 60% of State Median Income, whichever is higher. There is no asset limit. Benefits are based on household size, income, and energy costs.
How to get started
Schedule an appointment by calling (207) 523-5049. Applications can be submitted online, by phone, or in person. A caseworker reviews your documents, verifies eligibility, and determines your benefit amount. If approved, payment goes directly to your fuel vendor.

The Home Energy Assistance Program (HEAP/LIHEAP) is administered in Cumberland County by The Opportunity Alliance. The program provides a one-time, per-season direct payment to heating fuel vendors for eligible low-income households.
- One-time seasonal direct payment to heating fuel vendors (oil, kerosene, propane, natural gas, electricity, wood, coal)
- Energy Crisis Intervention Program (ECIP): emergency funds for HEAP-eligible households (November through April)

What to have ready.
Photo ID, Social Security cards for all household members, proof of income for previous 3 months (pay stubs), most recent electric bill, and proof of current address (lease, deed, or rent receipt).
