Who this helps
HEAP income limits vary by household size and are published by MaineHousing for the 2026–27 season. HEAP serves Androscoggin and Oxford counties; Weatherization serves Androscoggin, Oxford, and Cumberland counties and requires HEAP eligibility.

Community Concepts is a Community Action Agency serving Androscoggin, Oxford, and Franklin counties. It offers housing, energy, and family services.
- LIHEAP fuel assistance: seasonal payment to your heating fuel vendor (oil, gas, electric, propane, wood, coal)
- ECIP may help households with less than a 1/8 tank of heating oil or in danger of electric disconnection. The 2026–27 season runs November 1 through April 30.
- Weatherization may include insulation, weather-stripping, caulking, and safety repairs. CHIP may repair or replace unsafe central heating systems.
- Central Heating Improvement Program (CHIP): furnace repair or replacement
- Weatherization includes a free home energy assessment.
What to have ready.
For HEAP, provide household names, dates of birth and Social Security numbers; citizenship verification; Social Security cards (apply even if a household member’s card is unavailable); income proof for the last 28 days, or 12 months if self-employed; a recent CMP bill; heating-fuel type; and the vendor name and account number if you pay directly.
